  • Destined for the Periphery

     Paper by Celene Cleland-Gomez which examines the globalisation/sovereignty paradox and looks at the restructuring of the world economy and international state system and what it implies for the future development of the Caribbean.

  • Extraterritoriality and Competition Law

    This paper by David Gomez examines the adequacy of extraterritoriality as a policy tool for regulating economic activities that extends beyond a states’ territorial boundaries but which have an impact on it nonetheless. The utility of that practice for realizing state objectives is now being called into question as states increasingly seek to determine what framework of cooperation is best suited for addressing regulatory matters within international anti-trust and competition law.

Together both principals hold over forty (40) years of professional experience with specialist expertise in international trade and management.

David has a strong record of development work focusing on international trade negotiations, export competitiveness and development, and project management on assignments in Belize, the Caribbean and the South Pacific.  He was previously Deputy Head of Mission to the World Trade Organization (WTO) in Geneva, Switzerland and has served in a number of high level positions in trade including as Legal Expert to the Ministry of Trade in Papua New Guinea and International Trade Policy Advisor in the Ministry of Investment and Trade in Belize.  Celene's expertise reflects strengths in Change and Organizational Management and Human Resource Management in the public and private sectors with specialist work in International Trade and Tourism. She has held a number of executive management positions including as the CEO of the Belize Chamber of Commerce and Industry, CEO in the Ministry of Home Affairs, and as Manager of Marketing, and of Human Resources at the then Belize Telecommunications Limited.  Both principals have a strong history of successful accomplishments under projects funded by international development agencies and share complementary expertise and specialisms in organizational change management business planning and strategic management, marketing and marketing research, project management, human  resource management, and  international trade and competitiveness.

Launchpad Consulting works primarily with governments and the private sector and on projects funded by international funding agencies. Since its inception, the firm has successfully undertaken a respectable number of development related projects in Belize, the Caribbean and the South Pacific..
